chip problem

iv got a 97 powerstroke, it came with a "sniper" chip, never even heard of it but when i plug it in, the truck wont start at all, but when you unplugg it it fires right up, theres 12 postions on it and each of them do nothing but not start, anyone know anything about this sniper chip?

I'd get a TS chip with custom tunes from a well known tuner...
