Should i get fuel coming out when i drain it and i change my filters every 10000

Yeah you should. I think the owners manual says to leave the valve open for 25 seconds before you close it. I always get fuel coming out the whole time. I believe if nothing or only a small amount comes out there is a blockage or a build up of something in the housing.

Do you drain it running or just with the key on and engine not running?

Most notes I have read say to wait til the fuel level is at 1/4 full or so--having the front end of the truck elevated will help to diminish the time the fuel flows. If you are going to clean it out, you need to be ready to catch up to a gallon of fuel with some kind of container. If you have a 4x4, the housing is tough to access around the front driveshaft. I believe the screws for the drain valve housing are torx type, also.

Drain it with the engine stopped. Then I prime it twice by turning on the key for 10 secs each time and start it the third time. I don't think this is necessary for just draining the water separator but I do this anyways.
