2006 6.0L IPR

In normal life, would a IPR(injection pressure regulator) activate when supply with 12VDC? I get a small spark on the pin but the coil don't pull the valve.

The valve closes with the application of 12V power. If you apply 12V power for more than 30 seconds (IIRC) you can burn out the electronics.
