06 to 03 Turbo Swap Problems

Last Nite I swapped an 03 turbo into my buddies 06 6.0. Went very Smooth, I was very happy with how easily it is to pull a turbo on a 6.0 since it was the first time Ive done one. Now the problem bein is it will only push 10 psi of boost. I cleaned the vanes before installation and everything seemed to be moving very freely. It whistles just like it should ( Louder than hell ), no hissing or anything of the sort. The VGT plug is securely plugged in and there are no intercooler tube boots leaking. The map sensor boost line is also plugged in correctly. So whats the deal? Ive spent several hours on here looking into it but cant find alot. A little help would be greatly appreciated.

Nobody has any idea? I swapped the actuator from the 06 turbo to the 03 and same thing.

HMM I was going to ask if it was a rebuilt or at least cleaned up. No exhaust leaks? like to know how it turns out.

I Pulled it all back apart, made sure everything was clean, checked and rechecked everything and eventually found a small crack in the F*cken map boost line. I wasnt very happy but put it all back together with a new boost line and its working like a champ. I felt like and idiot because i had checked that line twice but i guess you live and learn. At least Im pretty decent and doin 6.0 turbos now.

If you have any mechanical ability at all you wont have any problems. The hardest part was getting the up pipe collector clamp off, that was kind of a whore but other than that it was easy. About a max of a 3 hour job and that includes drinking about a 6 pack of busch lite.
