Turbo Outlet exhaust leak

I have a leak on the out side of te turbo, is there suppose to be a gasket or donut on the joint.

loosen the clamp and take it off to inspect it. clamp could be broke/or maybe just loose. if all is well i would take some sandpaper and clean up both mating surfaces on the turbo itself and the downpipe then make sure the downpipe is aligned correctly and reinstall the clamp.
