Hard start...ICP issue

Ok finally had some time to spend some time with the superduty and AE today. I figured out why my truck cranks for a 5-10 seconds before starting every time... ICP is slow to build pressure and takes forever to climb to over 500 psi.. Once the truck is started, the ICP is erratic, 600-800psi. Then once the truck is warmed up, the ICP stays pretty steady at 500ish psi. I'm not sure why but the truck was really sluggish and I couldn't get it to do over 50 mph. The DC never went above 32% or so. The ICP sensor is oily. Should I take the IPR out and clean it? Is there a way to rule ICP sensor vs IPR or even HPOP as the culprit? I did an injector buzz test and they all sounded the same even though it came up with a high side open - bank 2 code.

Some info on the truck, 6 speed, 144k miles, stock.

James, replace your ICP sensor first. Leaky sensor can cause issues.

Joey, Could the ICP sensor be causing all the things I posted in my first post? All I want is this truck to do is start everytime and run good. However, when I tried to hammer down in 3/4 gear, I couldn't get it over 50mph. That was pedal to the floor, but no SES. I realize the oil in the sensor could mean it is compromised but ICP does settle in once the truck is warmed up.
